Discussion/action on Subdivision, application #83, for a proposed 4 lot subdivision located at approximately 3925 W Pioneer Road. - Staff presented the proposed four (4) lot subdivision and reviewed the location and submitted plans with the commission. Staff explained that the property has a history of flooding but is not currently located within a designated FEMA floodplain. The application is subject to final approval by the Planning Commission and does not require City Council approval. - Vice Chair Pitcher asked about the proposed open space and the location and function of the retention pond. Staff explained the purpose of a retention pond and identified its location on the site plan. The Commission discussed alternative options for open space; however, due to the wet conditions of the property, the retention pond was determined to be the most appropriate option. - Commissioners discussed adequate secondary water and irrigation issues. Staff noted this is the first time the City will have shares from Richardson-Cowen Irrigation Company. Chair Meyerhoffer wants to ensure there is adequate shares for secondary water. Applicant Jed McCormick provided clarification regarding ditch maintenance. The commission continued to discuss the availability and delivery of culinary and secondary water to the property, including the operation of the irrigation system.
